In this Hot Topics discussion, we will consider a number of questions about both personal water use and municipal water policy, including the following. Should individuals and businesses use potable or reclaimed water on lawns and golf courses, and should cities such as Flagstaff and Sedona water the grass in parks? If cities do allow such uses of water, then what kinds of water rates are fair or make most sense by some other measure? Should those rates be graduated in order to incentivize conservation of water resources and, if so, then how steeply should the rates be graduated?
